Key Points

-NO NAVAL BASE IN GWADAR IS THE BIGGEST WEAKNESS!
-Feasibility was done. Would have taken 15 Billion Rs and 5 years.
-Case was presented/taken to the government but was opposed by different powerful groups including foreign ministry.
-Plan was never approved.
-Chinese were willing to make a NAVAL Base in Gwadar but I (ADMIRAL(R) ABBASI) vehemently opposed it.
-Countries should make their own naval bases and not rely on others.
-Insurgency would have increased manifolds if Chinese built a naval base and stationed there.
-Gwadar naval Base can give PN Strategic Orientation to keep an eye on enemy Gulf sea lines of communication.
-PN can also deter enemy on Land and from from closing our water Supply (Indus System) if enemy is threatened with the cut off of their Energy/Fuel Supply from the Gulf.
-We should keep a balance between West and East and keep close collaboration under the wraps with Chinese and not make it too obvious by offering any country base/port.
 
Wouldn't Oramra do this job easily when it is 220 km towards the East of Gwadar. Just four hours steaming time from Gwadar!

Also there are atleast two PN frigates and couple of Missile Boats routinely operating from Gwadar on a rotational basis.

If Gwadar was a commercial port and a Naval Base then the same issues would have crept up that PN faces in Karachi vis a vis security. In Gwadar, given the situation in Baluchistan, it would have been atleast five times more issues.

Ormara is towards the east of Gwadar. Jiwani is to the west.
