There are two sources of TBM in India.

1. Made in China by a Chinese company.

2. Western company but made in China.

Maybe India doesn't want to buy Chinese designed TBM anymore, that's why the Minister is talking to German minister not to Winnie about them, why would anyone prefer Chinese heavy engineering over German but for cheaper option anyways ...
