It means that in the East Asia during the era of cold weapons, soldiers whoieged cities and castles would usually not surround the city on all four sides. These soldiers would typically only surround three sides, leaving one road open for the enemy inside to. The purpose of doing so was to avoid the enemy choosing to fight to the death when they had no way out, to entice the enemy to flee, and to weaken the enemy in the chase, ultimately annihilating them.
