Every country has different outlook and different conditions. I support Mecca pact personally but chinas general position is that alliances always create counter alliances which result in world wars.SCO and BRICS and ASEAN is where China has influence to trade and set up logistical and supply network dominance. China doesn't need foot soldiers from other countries or an alliance like NATO to defend itself, self improvement, technological dominance and development is the only focus.

We can do all of this quietly and step up to help Canada now that they are in trade war with US too. It's really difficult for China to have serious influence on EU. It is a such loyal lapdog of US.
