China Strengthens Territorial Claim Against India With Villages Seen From Space

China building villages on disputed border with Bhutan amid talks to reach boundary settlement: Report

Beijing: China is reportedly pressing ahead with the construction of border villages in the disputed territory with Bhutan, despite the ongoing border talks between the two countries. At least three villages have been built in the mountainous region separating the two countries, with some doubling in size, the Hong Kong-based South China Morning Post reported on Sunday.

The rapid expansion began as a poverty alleviation scheme but serves a dual national security role, the report quoted the ruling Chinese Communist Party officials as saying.

According to the report, in a remote village in the Himalayas, inside a border zone that has long been disputed by China and Bhutan, 18 new Chinese residents were waiting to enter their newly built homes.

“我出生在这里,长在这里,小时候是农奴,农奴主让我干什么我就干什么。”回忆起往事,洛桑占堆老人陷入了沉思,七八十年前的事还历历在目,“我和妈妈一起住在牦牛毛编织的帐篷里,所有的家当就是一件羊皮袄和一床掉毛的藏毯。那帐篷算是我的第一个家吗?我也不知道,因为我们所有的东西都是属于农奴主的。但我和妈妈在那个帐篷里住了很多年。”

The 84-year-old Luosang Zhandui was sitting on the grass outside his home, basking in the sun, and chatting with reporters about the story of his family.

"I was born here and grew up here. I was a serf when I was a child. I did whatever the serf owner asked me to do." Recalling the past, the old man Luosang Zhandui fell into deep thought. What happened seventy or eighty years ago is still vivid in his mind, " I lived with my mother in a tent woven from yak hair, and all we owned was a sheepskin jacket and a shedding Tibetan blanket. Is that tent my first home? I don’t know, because everything we owned belonged to the serf owners. But my mother and I lived in that tent for many years."

Before the peaceful liberation of Tibet, more than 90% of the people did not have their own homes, and many serfs even lived in sheds with livestock their entire lives, living a life of scanty clothing with empty stomach.

On March 28, 1959, under the leadership of the Communist Party of China, a democratic reform centered on the abolition of theocratic feudal serfdom was fully launched in Tibet. The snowy plateau bid farewell to the old system and entered a new historical era. The 20-year-old Luosang Zhandui was completely liberated along with millions of serfs, became the master of his own destiny, and enjoyed civil rights stipulated by law.

In the 1960s, with the help of neighbors, Luosang Zhandui built his second home: a "two-bedroom" made of stone and mud. This kind of house is called the "first-generation house" in Dianjiao Village.

The remnants of the "first-generation houses" in Dianjiao Village. The house is about forty to fifty square meters, with one bedroom, a kitchen, and a living room. Now the roof is gone, and only ruins are left under the erosion of wind and rain.

In 2017, the construction project of a group of border well-off villages in Dianjiao Village with a total investment of 19 million yuan was officially launched. On September 29, 2019, a group in Dianjiao Village held a move-in ceremony.
This is the "Fifth Generation House" in Dianjiao Village: a two-story building with a more modern design, spacious and bright, and complete living functions. Each household has an area of more than 200 square meters and has an independent yard. Luosang Zhandui's family was allocated such a building.

On May 28, Tsering Gyumi, the son of the old man Zhandui in Lobsang, and his grandson Tsering Thondup were watching TV in the "Fifth Generation Room" in Dianjiao Village.

And the descendants fo the Tibetan aristocrats living in India who followed the Dalai Lama to India still regularly wage protests in India and hope that the local population in Tibet now still want them to go back to rule Tibet and voluntarily become their serfs and slaves again.

Can anything be more funny than that? Now almost every Tibetan youth is either a college student or graduated from college , no more illiterate young serfs who they can fool anymore.

Already has 628 such ‘prosperous settlements’ near LAC, China carving out 175 more villages across Arunachal​

China is set to develop 175 more border villages on its side of the Line of Actual Control (LAC) facing Arunachal Pradesh. These settlements will be in addition to the 628 “Xiaokang” or prosperous villages near the LAC.

Eyeing demarcation gains
  • China could be looking to build a strong legal defence under the Border Defence Cooperation Agreement (BDCA), 2005, with India
  • The Article VII of the BDCA says “the two sides shall safeguard due interests of their settled populations in the border areas”
Sources say these villages are apparently being set up to bolster territorial claims and enhance military readiness along the LAC, which is not demarcated on the ground. This move is part of a larger effort to construct 900 LAC villages, including 200 near the Indian boundary, which will function both as monitoring points and potential military bases in conflict scenario with India.

The Indian side is not just looking at the military-related motives of these settlements, but also the long-term implications. China could be looking to build a strong legal defence under the Border Defence Cooperation Agreement (BDCA), 2005, with India. The Article VII of the BDCA says “the two sides shall safeguard due interests of their settled populations in the border areas”. So as and when a situation arises to demarcate the LAC, these “settled populations” villages are not likely to be disturbed, the sources say, adding that Indian villages facing these new settlements are currently very thinly populated.

In addition to creating these villages, China has undertaken extensive infrastructure development projects in Tibet and in areas near the LAC.

China’s 14th Five Year Plan (2021-2025) includes expansion of the Nyingchi phase of the Sichuan-Tibet railway line, preliminary work on the Hotan-Shigatse and Gyirong-Shigatse rail lines and the Chengdu-Wuhan-Shanghai high speed railway network.

The plan includes upgrading the national highways G-219 and G-318, both of which run parallel to India along the LAC. The G-219 is opposite Ladakh and Himachal Pradesh while the G-318 is opposite Arunachal Pradesh and Sikkim.

Soon there'll be over 1,000 such border "Xiaokang‘’ villages all along the China-India border, meaning over 1,000 military strongholds in case of war.
