Soon after Panama Leaks, Anchor Dr. Shahid Masood invented two words, repeated almost daily in his talk show for many years namely ڈھبر دھوس and that the other that invisible Ninja Turtle were present every where. This was a little horrible word since not heard of earlier. This old having served 43 long years in Police Officer Uniform abroad that it was something like what we so often hear in talk shows “without number plate ڈالے . Dr. Shahid every day reminded this nation that the system had failed and was going to be ڈھبر دھوس It is another fact, however, that the system still intact is there with more force and it made Dr. Shahid Masood himself ڈھبر دھوس in two handcuffs no educated one seen in earlier.
2. Now the Interior Minister H.E Mohsin Naqvi has said that this system has failed and needed new one when the ISPR spokesman very rightly commented that the key solution was in the “good governance” whereas we today have not even the normal governance at any single institutional level.
3. Whether the issue is of small new ten or thirty “administrative units” or new “small provinces”, moto of our governance will remain the same “لوٹو کھسوٹو ” uninterrupted.
4. For decades Banks abroad sent Pakistani remittances through their net work to the SBP Foreign Exchange Branch Karachi which forwarded those to concerned Branches through respective Head Offices. In the same SBP a new huge office Pakistan Remittances Initiative (PRI) was created. Remittances started coming to its computers, rested for a few minutes in this office which forwarded the same old way to the Branches. PRI did nothing in material terms, put not a single چھٹانک of its own effort but started claiming remittances increase was due to it. An army of dear ones got accommodated which was the real intent behind this unnecessary set up.
4. For decades Stock Exchange Companies sent Dividend Warrants to their shareholders directly by post or credited directly to their bank accounts under intimation. In order to create jobs for some left over dear ones a Central Depository Company was created when Dividends started going there for onward travel to shareholders. During the last at least ten years I am not aware at all if any Dividend from more than two dozens companies has ever come to me or not. During these ten years twice or thrice I received one off annual report on CDs.
6. Grievance Commissioner for Overseas Pakistanis was created. What I experienced personally is that he receives complaints from the Overseas Pakistanis, keep those sometime in his office and then forwarded depending upon the issue belonged to the city to the concerned Regional Office of Federal Ombudsman for disposal thus practically, as I personally through my own naked eyes saw ,acted as high cost post office. Shahbaz Sharif has promised to create three new Commissioners in Balouchistan, Sindh and KP.
7. A huge army is sitting under the umbrella of “Protector of Emigrants” which charges a huge Fee in the name of providing “protection” to those proceeding abroad on employment. Once the concerned leaves this office after huge payment, this office even does not know where the concerned was, alive or dead, as such as what protection it could provide can easily be day dreamed. Till today it has never been heard of any lucky having received ever any protection from this office. Yes, more than a hundred dear ones got protection from unemployment under the roof of this office.
8. There is a Federal Insurance Ombudsman who can not entertain complaints from public against State Life the biggest public sector insurance public has concerned. Then what is the use of spending annually a huge amount only our rulers know. Once an Overseas Pakistani illiterate labourer met with a work site accident. His neck partially came in grip of running machine slashing partially his throat and two finger. This remained two three days front line news in Bahrain. Top level state medical attention saved his life but making him partially disabled. He was almost on death bed, lying on floor motionless having liquid food from pipe. How was he loaded on a plane by some “Pakistani hands” was a true shame. He held State Life Emigrants Policy mandatory for every Overseas Pakistani promising different insurance payments. I wrote to Insurance Ombudsman about this man. His office regretted it can take up. It is long time I am not aware of if he is still alive but what I know definitely is even after his departure I struggled but he never got any Government promised compensation.
9. On a huge financial recurring burden a Federal Banking Ombudsman was created with an army of functionaries. What is his utility? It can’t deal with complaint about credit cards! Just this morning on youtube I saw an advocate warning as to how silently different deductions are made on credit/CTM cards. Complaints about Cards keep coming in letters to Editor. The Banking Mohtasib can’t give compensation. Then what can he give because compensation is the real relief against any injustice. Earlier the Federal Ombudsman entertained banking complaints. One complained that his name appeared in newspapers as defaulter whereas he was not. The true ombudsman issued a notice to the demised Pakistan Banking Council and MCB as to why he should not award compensation for defaming the complainant.
10. I was stopped by UBL from operation of locker that three years rent was due whereas there was none. Due to urgency I paid at the spot. Rather than operation, I was handed over a bank cheque pertaining to locker key security deposit refund with announcement I had surrendered the locker. The joke was the locker key still was with me and my contents in the locker. After twenty days of this غنڈہ گردی وصولی my name appeared in Dailies as defaulter.
11. I approached the Banking Mohtasib with two separate complaints. One for not letting me operate locker while I had travelled from Bahrain to Karachi only to fetch Certificates for my job seeking daughter. The second complaint after غنڈہ گردی وصولی declaring publicly me defaulter. The banking mohtasib could not find any remotest strength in legs on the issue of declaration as defaulter. Never a single word was heard by me from him. On payment issue the Banking mohtasib never trusted my presented tabulation of payment but more on bank presented. What is shame for this senior citizen Pakistani is that the so called protector of bank consumers rights did in years never find courage to issue is final Decision even declaring me wrong in the Format set out in the law. When I had all forgotten, one fine morning came a letter from one reading that he was the new Manager of UBL and he was refunding me all excess the Branch had pick pocketed from me. Who belied God and just – banking mohtasib or an ordinary grade Manager?
12. The cry for ten or thirty new small provinces or small administrative units is nothing but to create more new posts due to growing needs from the politicians, elected representatives, the dissidents. Ten or thirty new provinces will create post for some 1000 plus ministers, chief secretaries, regional tehsil level ombudsmen offices enabling some 150 plus sixty above بزرگ بابے as advisors, senior advisers, accommodation for some 10,000 plus functionaries, some more high expense post masters – of course all coming on true and only true merit. This will end for some next ten years voices of governance or good governance keeping ڈھبر دھوس
of Shahid Masood and of me.
