In order to develop a credible nuclear deterrence, to have only the land based ICBM might not be suffice as they don't have a vast area of land like Russia/USA/China.

They also need to develop the credible naval nuclear deterrence, but their northwest coastline is simply too shallow to host those large SSBN up to 20,000 tons, it might require to scale down their SSBN to 8000 tons and the SSN to 4000 tons.

Germany is forbidden to have nukes by 4+2 treaty. That’s hard fact. But that will be obsolete if the US abandons nuclear umbrella for Germany or Germany comes under attack.
