I tried to come up with a more accurate number based on the number of conscripts that the Army has trained in the last 8 years. I found the stats for the last 6 - 7 years and it seems that the yearly average is about 165K. It seems that an accurate number would be between 1,200,000 to 1,300,000 million reserved forces based on the 8-year "preventive" period (دوره احتیاط). Closer to what you suggested.
