Iran still promising retaliation
a few reasons speculated for the delay:
1. The Zionist regime and the US, together with their allies (Some EU members and Arab states) were on the highest level of alert for about 3-4 weeks after August 1st, now this level has been reduced by 1 step. (highest - > high alert). Because of financial reasons, it is almost impossible for any state to keep its defense capacity active at the highest level for a long time.
2. Iran's new president, Masoud Pezeshkian, had just been sworn in on the days of Haniyeh's martyrdom, and there was an uncertainty of a cabinet + confidence votes. Rather, the formation of the government had not been completed.
3. Although Iran relies on domestically produced defense systems, an air defense network covering 100% of the Eastern and Southeastern regions was not active, and mobile defense systems were probably installed over the past weeks to take precautions against a possible Zionist response against Iran's response.
4. Although Iran has attacked US and Israeli military sites in the past and will continue to do so, oil refineries and natural gas facilities are likely to become open targets because the Zionist regime has no war ethics. That's why Iran is trying to follow the doctrine of "defense before attack". Time will tell when the answer will come...
