Tulsi Gabbard ran American intelligence for a year and a half. Before that, she was a nobody running for Congress out of Hawaii — and the money that built her career came from more than a hundred officers and members of the American wings of the RSS, India's Hindu-nationalist paramilitary organization.
In January 2025, before her confirmation hearing, I sat down in the offices of the senators who would vote on her and handed them a dossier laying out the whole record. One staffer told me her intimacy with Hindutva ought to be examined from a counterintelligence perspective. The Senate confirmed her anyway, 52-48, and across the entire hearing not one senator from either party asked who built her career or who she answers to.
This film lays out that record. The donors, named — Bharat Barai, now a registered foreign agent of India; Ramesh Bhutada, national vice president of the HSS, the American branch of the RSS; Mihir Meghani, co-founder of the Hindu American Foundation. Ram Madhav, a national spokesman for the RSS, flying to Hawaii in 2015 to speak at her wedding and hand her a gift from Narendra Modi. Her appearance at a New Jersey temple three weeks after being named to run American intelligence, standing between India's registered foreign agent and the executive director of HAF.
And it covers what the Washington Post found in June 2026 — 25,000 pages of memos, from 2011 through 2017, that scripted her: what bills to introduce, what to say on television, even her tweets. The Post found one hand on her, out of the world of the guru she was raised under. My reporting found the other. Both trace back to the same man.
The RSS has been banned three times in India. In March, the U.S. Commission on International Religious Freedom recommended the United States sanction it.
Gabbard resigned as Director of National Intelligence in May 2026, effective June 30. None of this was ever examined.
