I would caution against trying to shift the focus on to another group, but rather question why there is a persistent cycle of inaction and blaming one group

Send police officers to chase teenagers who WILLINGLY want to hang out with adults and go to adults home, it's ridiculous, it's like send them to teenagers friends home because they are drugging themselves, police can't do that, it's parents work, and it's not a public issue.
