ISLAMABAD: The Senate Standing Committee on Commerce was informed on Wednesday that protocols to export donkey skins and meat to China had been finalised.

The commerce ministry officials disclosed this while briefing the committee meeting chaired by Senator Anusha Rahman. It was also briefed on the attached departments of the commerce division to review its performance.

The additional secretary in charge of the Commerce Ministry, Ahsan Ali Mangi, informed the committee that the protocol for donkey skins had been finalised, and the ministry was also planning to include donkey meat in the list. He said the ministry has also finalised export protocols for onions, potatoes and chillies to China.

Ms Rahman asserted that Pakistan produces only one-fifth of its demand for onions, making it quite difficult to justify the export of onions to China.

He informed the committee that the ministry has proposed nine new missions, including Malaysia, Iraq, Oman, Tanzania, Kenya, and Mozambique.

Officials briefed the committee that the Transit Trade Agreement with Central Asian countries (CACs), mainly Uzbekistan, Tajikistan, and Kazakhstan, has been finalised. Pakistani trucks move goods worth $2.2-3 million every month, and the ministry expects a rapid increase in trade with the CACs.

Soaring debts of TCP
Trading Corporation of Pakistan (TCP) Chairman Rafeo Bashir Shah informed the committee that the TCP’s debts had soared to Rs281bn since 2008, with an interest of Rs160m accruing daily. The Utility Stores Corporation, Punjab, Sindh, Balochistan, KP food departments, and Ministry of Industries and Production owe the TCP.

The primary objective of TCP is to import wheat, urea, and sugar as directed by the government to stabilise domestic demand. He explained that despite several requests to provincial departments, reconciliation of outstanding amounts has not been achieved.

Commerce Minister Jam Kamal Khan stated that the ministry is facing a ticking time bomb, and if the issue is not resolved, it could turn into another circular debt. The committee decided to refer the matter to the Senate Finance Committee for immediate resolution.

Furthermore, the committee was briefed by State Life Insurance (SLIC) and National Insurance Company Limited (NICL) officials. The CEO of SLIC apprised the committee that State Life is a profitable state-owned enterprise, and public confidence in the company has increased significantly. SLIC is committed to upholding public trust and is working with provincial governments to implement the Sehat Card nationwide, which has subsequently also improved the performance of both public and private hospitals.

The CEO of NICL stated that NICL is the second-largest insurance company in the country, with a growth rate of 20.29pc in FY24, compared to 29.66pc growth in the fiscal year 2022-23.

Well, it was IK government who signed an agreement with China to start exporting donkey meat (along with exporting smartphones to other countries)..

The Punjab government has established the country’s first donkey breeding farm in Okara with an aim to export them to other countries to earn foreign exchange, reports Mashable Pakistan.

As per the report, the farm will be the first government-owned facility in the province where donkeys of great breeds, including American, will be reared for their export to China and other countries.

The farm has been set up at Bahadur Nagar Farm in Okara, which is spread over an area of 3,000 acres. The said farm was established in British Raj in 1916 covering a vast piece of land and nowadays it was being used by the livestock department for raising cattle, sheep, cows, and top breed horses.

Even though many believe that the increased Chinese demand for donkeys is due to their love for its meat, however, as per a 2019 Guardian reports, the country is slaughtering donkeys to use their hides in traditional medicine.

The report said that china requires 4.8 million donkey hides a year “to satisfy the demand for a gelatin-based traditional medicine called ejiao.”

Meanwhile, if we look at the population of donkeys in Pakistan, the economic survey report 2020-21 reveals that donkeys in Pakistan have increased by 100,000 during the fiscal year 2020-21 to reach 5.6 million.

The survey revealed that the number of donkeys has increased from 5.5 million to 5.6 million while it also depicted a hike in the number of sheep in the country.

On 3rd September 2015, a meeting chaired by Pakistan’s Finance Minister Ishaq Dar approved a ban on the export of donkey skins due to the alarming and unsustainable rise in exports of 100,000 skins (a 142% increase) in just 12 months.

At that time, Pakistan became the first country to halt the trade in skins and since then, a further 17 countries have also stood against the trade, citing urgent concerns about unsustainable off-take, as well as the inhumane treatment of animals and the dire environmental consequences of the trade.

In case you didn't know, donkey hides can fetch shocking prices in China ($270/kg).

Donkey meat is also far more expensive than beef and lamb in China.

There is a medicine that has been passed down in China for thousands of years that boosts the body's immunity and vitality in a very short period of time. This herb is expensive and one of its main ingredients is donkey skin.
The donkey skin used to make this medicine must be fresh and have not undergone refrigeration. Western China is not suitable for donkey farming, and land is expensive in eastern China. The Chinese government has strict control over the importation of live animals. Therefore, the price of donkey skins in China is much higher than in other countries. If some offshore company could get the privilege of exporting live donkeys to China, it would make a lot of profit very quickly.




This drug contains more than 80% protein and most of it is glycine. It is very effective for pregnant women, anemic patients, etc:

which is an excellent market for what Pakistan produces especially the older ones who can no longer serve as work animals.

Really? Donkey meat has been eaten in my hometown for thousands of years. With proper cooking techniques, donkey meat is far more delicious than beef and mutton. But donkey meat is too expensive, and hopefully Pakistan will breed more.
