I fear the final half time show is here to stay. Infantino will get his way on this one. Hydration breaks will depend on climate in the hosting countries. Next world cup in Spain, Portugal, Morocco...I wouldn't be surprised if they continue with this for player safety.

I am not sure about hydration breaks. Football has been playing for decades without hydration breaks, its appearance in the USA was more about selling advertising slots than an actual need. We have see World Cups in Brazil in 2014 without hydration breaks.
