Why is this happening ?

Israel is seeing Israel-UAE nexus being challenged to some mild extent by Turkey and KSA in Sudan, Libya, Syria, Yemen. They do not want Iran to throw its weight in opposing corner. Not the position, anyone will like to be in let alone Israelis. Iran alone ran a crescent of allied nations stretching from Yemen to Lebanon for 15 years. Israelis would not want Iran in opposing group with all its experience, resources in running these beyond border proxy campaigns.

See this is what happens when you expose too much of yourself in war after war. Israelis have had this aura of invincibility around them as a nation. They could summon billions of USD aid, latest tech from west, they could genocide innocent people and get away with it etc but because they kept on fighting Iran theater after theater, other countries begin to see the vulnerabilities in their politics, economy, military. This is what IRGCASF's strikes achieved during the war, they were depleting the Israeli image of absolute invincibility. Just two days before I wrote here that Israelis will do anything to pull Iran out of opposing group and here we are, secret talks happening.

I have not heard of any plans for Iran to purchase HQ-9 and J-10C. In fact, Iran tends to prefer Russian systems, such as the frequently mentioned Su-35. Furthermore, given Iran's extensive experience with the S-300, acquiring the S-400 would be more likely.

The J-10Cs I think a bit difficult,but the HQ-9 could have been delivered.

Modern Air Combat works under a network of systems. Just getting fighter jets of even J-20 level won't be a game changer unless Iran supports it by having multiple AWACS, expanded counter-stealth radars and more dozens more SAM batteries in place. Heck, Iran needs CIWS for short-range AD too.

Yes - and the one best placed to help Iran with this systems of systems of approach is China, and not Russia.
