You need to go into finer details. You are right that if an H1B earns say USD 100K in US, if his job and he are shipped back he will only earn only USD 25K or so in IND. But do remember that of the 100K he earns in US, a lot of it is given up as taxes, social security and consumption in US whereas in the latter case the entire money stays in IND. Plus, if that H1B job is an India based company, it makes a higher corporate profit in India in the second case.
Yes, net net there is a loss to India as a whole (and of course to the employee) but maybe not so much.
