To give example of NK capability, it wont be right to state its ability to target cities of its next door neighbour. That is not a major capability. Imstead you could have said that NK can target mainland USA from its own waters and lands thanks to its 15000 km range ICBMs armed with nuclear weapons.

Dropping your nuclear missiles 1000 km away isnt a capability. Dropping them 10000 km away is.
