I hope I'm wrong but it seams like a rebranded red arrow 8c, just like the Bakhter Shikan was a rebranded hj-8.

Look at the nose tip carefully and the location of fins, there could be some technical help but thats about it, hence somewhat similar shape, guidance system and motar would be of pakistan origin.

The seeker (probably adopted from the Chinese AR-1) looks exactly like the one installed on the Burq series & other GIDS SOWs

The shape of the fins & the rest of the missile's body look like the Red Arrow 8.

The seeker & the missile motor may be of Pak origin but there is no way to know for sure just by looking at it.

Baktar shikan was always localized HJ8, they modified it to have IR guidance, it seems.

It would have a straight trajectory like HJ8. Let's see if GIDS is able to make a top attack ATGM by IDEAS 2026.

looks like its even in service and the flight profile looks a top attack missile, looks like pakistan has tapped into cost effective IIR seeker.

Reason is localization of IR seeker on rest of pakistani missiles. Hence the assumption, Anti-tank weapons are never procured in hundreds but thousands, rather than wasting hundreds of millions of dollars at such imports, one would take the harsh route and can develop a mature 3rd system at the fraction of Hundreds of millions. Reason why you saw pakistani 3rd gen system at a late than chinese and indians, they were probably developing such system themselves, hence the delay, this pakistani development is not just good news for pak but also somewhere else.
