The local production of the Korean basic training aircraft ‘KT-1’ in Indonesia will be promoted. The KT-1 production facility in Korea Aerospace Industries (KAI) is expected to be relocated to Indonesia. It will take time until further consultation, but if it is signed, KAI is expected to enjoy a win-win effect that will have a ‘prosperity of mass production capacity through additional production space’ and Indonesia will have a ‘stage of aviation industry revival’.

On the 21st, Seok Jong-gun, the head of the Defense Business Administration, met with Defense Minister Donnie Ermawan Taupanto in Jakarta, Indonesia, to discuss the current issues of defense cooperation and the strengthening of defense cooperation in the future. This is the first high-level defense cooperation dialogue between the two countries since the KF-21 leak by Indonesian engineers.

Mr. Seok said, “It is also true that we have been struggling with differences in positions in some areas recently, and we hope to strengthen mutual communication through this meeting, overcome the current difficulties, and further strengthen the cooperation between the two countries.” The statement appears to include a quick revision of the joint development agreement currently under negotiation between the two countries, which reduces the amount of the development contribution originally agreed to be paid by Indonesia at KF-21 to 60 billion won, and maintains a contract to produce 48 KF-21s locally in Indonesia.

In addition, the agency said in a press release that the contents of the consultations with the Director of the Radiological Administration and the Indonesian Deputy Minister of Defense were not limited to the KF-21. A new, previously unknown agreement, the KT-1 Local Production Plan, was included.

The KT-1 is a basic training aircraft developed by the Defense Science Research Institute (ADD) and produced by KAI. The pilots of the Air Force aircraft boarded the KT-1 after the basic training aircraft, mastering the basic tactical flight, and completing them as pilots through the T-50 advanced training aircraft. It has been exported to the Korean Air Force and Indonesia, Turkiye, Peru, and Senegal for twenty-five years.

The Ministry of Radiology and the manufacturer, KAI, did not respond to the specifics of the KT-1 local production plan, but based on my research, it was found that the KT-1 production facility in Sichuan, Korea, was transferred to Indonesia, and all the KT-1 produced in the future will be produced in Indonesia.

According to industry sources, the KAI production facility in Sichuan is currently divided into fixed wing and rotary wing wing, but KAI is unable to handle both the small armed helicopter LAH-1 Miron, the Marine Corps landing attack helicopter, and the FA-50 and KF-21 mass production lines, and it is reported that it needs to “secure production space”. In order to do this, KAI made efforts to expand the site, including the creation of a new round-wing flight center in Jinju, Gyeongsangnam-do, in December last year, but it said that it needs to secure a new production space by digesting the volume of various aircraft such as KF-21, FA-50, KT-1, and F-15K outsourced quantities in the fixed wing.

If the current KT-1 Indonesia production is completed, both the production company KAI and the Indonesian local aerospace company PT DI will benefit. The simultaneous mass production of FA-50 and KF-21 will be smoothed out by emergency volume due to the space of the production plant, and further orders are expected through rapid delivery, such as the Polish FA-50GF project, which was contracted by a quick delivery.

Indonesia PT DI is also expected to benefit KT-1 from local production. In recent years, the Indonesian government has been experiencing a lot of difficulties, such as the temporary deterioration of PT DI's financial situation in the process of reducing government spending. However, by attracting the KT-1 line in addition to the CN-235, it is expected to make it easier to maintain PT DI production personnel and ultimately help the Indonesian aviation industry develop.

However, in view of the positive aspects of this cooperation, the situation is that the defense cooperation between South Korea and Indonesia has not been completely normalized. In particular, it is difficult to determine whether Indonesia will be able to confirm whether the contract to purchase the 48 KF-21s, which were originally finalized in the joint development agreement, will be implemented in local production, instead of cutting the KF-21 share.

According to unnamed sources, the Ministry of Radiology and the Indonesian government agreed to pursue a contract for KF-21 local production at Indonesia’s largest defense exhibition, INDDDEEFENSE, last year, but it was unable to be completed due to the continued postponement of INDODEFENSE. The Indonesian Ministry of Defense, the host of the event, announced that INDODEFENSE will be held from June 11th to 14th. It is noted that the defense cooperation between the two countries, which has been conflicted over costs, will be normalized again.

The reason Indonesia wants KF21 5th prototype is to use it as test bed plane. This is why it is given to Indonesian Aerospace, not to Indonesian Air Force. Check what does it means of Test Bed plane ? So 5th prototype is crucial for Indonesian Aerospace

The prototype will be used for continous development, just like how Indonesian Aerospace has its own CN235 test bed plane since 1980' until now while current CN235 test bed plane is the newer plane from previous test bed plane.

All of testing data of KF21 will also be given to Indonesian Aerospace in 2026 as the plane gets type certificate inshaAllah.

Bandung – Minister of Defense of the Republic of Indonesia Sjafrie Sjamsoeddin made a working visit to PT Dirgantara Indonesia, Bandung, Thursday (27/03/25).


The Minister of Defense's visit was in order to directly review the progress of the contract of procurement of equipment managed by PT DI, including strategic programs such as TNI AD multipurpose helicopters, F-16 upgrades, development of N219 aircraft and its amphibian variants.


"I also highlighted the importance of accelerating procurement, including the procurement plan of 80 units of CN235 / CN295 until 2029, and encourage PT DI to review the opportunity of cooperation as a concrete step towards the independence of the national defense industry," said the Minister of Defense. Indonesia and South Korea have reaffirmed their long-standing defense partnership, placing a sharper focus on expanding cooperation in the aviation and aerospace industries. Indonesian Deputy Defense Minister Donny Ermawan Taufanto and Seok Jong-gun, head of South Korea’s Defense Acquisition Program Administration, recently reinforced the nations’ commitment to a strategic collaboration that transcends procurement and emphasizes joint development, training and industrial capability-building.


The leaders’ March 2025 meeting at Indonesia’s Defense Ministry reflects the growing bilateral relationship. “I come to Jakarta with the responsibility to strengthen cooperation between South Korea and Indonesia,” Seok said. “We see Indonesia as an important strategic partner.”


At the core of the collaboration is the KF-21/IFX fighter jet development project, which began in 2010 and recently underwent adjustments to financing and technology transfers. “The cooperation between Indonesia and South Korea is not limited to buying and selling but also increasing capacity and capability in the aviation industry,” Taufanto said, praising the performance of South Korean-made assets used by the Indonesian Air Force, such as the T-50 and KT-1 trainer aircraft.


Indonesia is investing about $409 million in the project, down from an original estimate of about $1.1 billion, The Korea Herald newspaper reported. The program now includes full technology transfer — from aircraft design and component manufacturing to flight testing and maintenance — which is expected to boost Indonesia’s long-term aerospace capabilities, according to Indonesian defense analyst Beni Sukadis.


“One of the key developments in the KF-21/IFX project is South Korea’s agreement to accept Indonesia’s proposal to adjust its financial commitment,” Sukadis told FORUM. “This adjustment reflects a cooperative effort to ensure project sustainability.”

Indonesian defense firm PT Dirgantara is expected to focus on prototyping the fighter jet in 2025 and start production in 2026, Pudji Astuti, an analyst at Indonesia’s Defense Ministry, told FORUM.


Jakarta and Seoul also are expanding cooperation in drone development, missile systems and radar technology, and Sukadis cited collaboration among South Korean and Indonesian firms in guided rockets and uncrewed aerial vehicles. In addition, South Korean defense company Hanwha and Indonesia’s PT LEN are partnering to develop air and maritime defense radars and explore satellite applications.


Capacity-building is central to the bilateral efforts. As it strengthens its domestic defense industry, Jakarta also is pursuing defense self-reliance through workforce development and education programs.


Training cooperation has seen Indonesian pilots participate in KF-21/IFX testing, reinforcing operational readiness for potential procurement of up to 40 aircraft, Sukadis said.

Based on the credible insider, the amount of upgrade project is 510 million USD and will be done by both Turkish Aerospace and Indonesian Aerospace.

Most likely like F16 AM/BM upgrade (Falcon Star - Indonesian Air Force Depo with assistant from Lockheed Martin and Indonesian Aerospace), so F16 C/D upgrade (23 planes) are likely conducted in Indonesia, most likely in both Indonesian Air Force F16 Depo unit (like Falcon Star Program) and Indonesian Aerospace MRO and Final Assembly Hangar to speed up the work.

Most likely the project will be signed soon and it is also good to increase readiness level of Indonesian Aerospace engineers in doing upgrade for future IFX development inshaAllah.

Continuous upgrade for IFX is planned to be done by Indonesian Aerospace with KF21 5th prototype as test bed plane (A prototype intended for plane development). Some of US made critical parts that cannot be used inside Indonesian IFX is also likely replaced by either France and Turkiye Industries made components. Britain, Italy, South Korea, and Japan as the source of IFX critical components are also very viable due to defense strategic cooperation between Indonesia and those countries.

South Korea’s first mass-produced KF-21 fighter jet enters final assembly​

South Korea’s KF-21 Boramae fighter jet has officially entered the production phase, with the first mass-produced unit now in final assembly at Korea Aerospace Industries (KAI) in Sacheon Airport (HIN).


On May 20, 2025, the Defense Acquisition Program Administration (DAPA) held a ceremony to mark the start of final assembly for the first mass-produced KF-21 Boramae fighter jet.


Since the launch of mass production in July 2024, the aircraft has advanced through various manufacturing stages, including component fabrication and the assembly of the front, center, and rear fuselage sections. Final assembly brings together the full airframe, fuselage, wings, and empennage, along with the integration of engines, avionics, and mission systems.

Once this phase is completed, the aircraft will undergo ground and flight testing as part of the acceptance process before being handed over to the Republic of Korea Air Force (ROKAF). Delivery is expected in the second half of 2026, pending the successful completion of these trials.


“This historic milestone, beginning the final assembly of the KF-21, has been made possible by the dedication of our researchers and developers. It marks a significant step toward shaping the future of the Republic of Korea Air Force,” said Jeong Gyu-heon, Head of DAPA’s Future Power Business Division. “For the successful mass production and deployment of the KF-21 to contribute to economic growth and elevate Korea’s global standing, seamless communication and close collaboration between government, industry, and partner companies are essential.”

What is the KF-21 Boramae fighter jet?


The KF-21 is South Korea’s first domestically developed fighter jet, the product of the KF-X program, a joint project between South Korea and Indonesia. Designed to replace aging F-4E and F-5E aircraft in the ROKAF, the KF-21 is expected to become a cornerstone of the country’s air power over the coming decades.

The twin-engine KF-21 Boramae is powered by two GE F414 engines – the same type used in the Boeing F/A-18E/F Super Hornet and Saab JAS 39 Gripen E/F. While it lacks an internal weapons bay, its advanced avionics, radar systems, and low-observable design grant it 4.5-generation capability. The aircraft boasts a top speed of Mach 1.8, a range of approximately 2,900 kilometers, and a maximum weapons payload of 7,700 kilograms.


With a planned acquisition of 120 units by 2032, the KF-21 will play a central role in modernizing the ROKAF’s combat fleet.


Eyes on export


Beyond meeting domestic requirements, the KF-21 is also being positioned as a competitive export product. DAPA officials also highlighted plans to strengthen the aircraft’s export competitiveness as South Korea expands its footprint in the global defense industry.



In July 2022, Mariusz Błaszczak, then-Polish Minister of National Defense, said that the Polish Air Force was monitoring the progress of the KF-21 Boramae as it seeks to acquire more air superiority fighters. Earlier that month, Poland ordered 48 KAI FA-50 Fighting Eagle light attack aircraft after failing to secure the timely delivery of Lockheed Martin F-16 Falcon fighter jets from the US.
