India set to resume approvals for Chinese imports after five-year freeze​

India is set to expedite approvals for importing goods from China and other nations, including electronics and steel, signaling a thaw in relations. This move aims to boost local supply and meet surging consumer demand, especially after recent GST cuts. The government is re-evaluating mandatory certifications for overseas plants to ease supply chain disruptions and support domestic industries facing stockouts.

Kolkata|New Delhi: In the latest sign of warming ties with Beijing, New Delhi plans to quickly clear pending proposals by local companies for importing electronics parts, shoes, household items of daily use, steel products, raw materials and other goods from China and other countries.

India had stopped approving such imports after ties with China worsened following border skirmishes in early 2020.

However, recent improvement in relations and surging demand for several consumer goods spurred by the recent GST cuts led the government to consider this step that entails issuing mandatory certifications of plants in China and other countries to accelerate their exports to India.

Last week, the Department for Promotion of Industry and Internal Trade (DPIIT) asked manufacturers for "company-wise details where foreign manufacturers' certification scheme is getting delayed."

Helping Meet Local Demand​

The department, under the ministry of commerce and industry, also sought all the details and latest status.

A similar communication has also been issued to industry bodies and associations.

“We will soon begin issuing and renewing licences for suppliers from several countries, including China,” said a senior government official. “We will initiate the process and assess applications on a case-by-case basis.”

The Centre is looking to help the industry augment supplies and meet surging festive demand. Sales of several consumer goods items such as automobiles, and consumer electronics peaked after companies reduced prices to pass on the benefits of reduced tax from September 22, causing inventory stockouts.

For instance, there's already a waiting period for the first time ever in premium consumer electronics such as large-screen televisions, dishwashers, washing machines and refrigerators, which manufacturers said could take several weeks to get resolved.

Bureau of Indian Standards (BIS) approval of each manufacturing unit—in India or abroad—is mandatory for sourcing finished products and their components and raw materials which are under Quality Control Order (QCO), ranging from electronic goods to shoes, and even B2B products. As part of the certification process, a team of BIS officials visits the overseas manufacturing facilities.

While approvals for local factories were instant, the delay was noticeable for overseas plants with almost no approval for those in China, disrupting supply chains in India.

The latest decision is seen as a signal of renewed engagement in India-China trade talks, following Beijing’s move to resume exports of heavy rare earth magnets to India after a six-month halt, a development that has eased pressure on domestic manufacturers in the electric vehicle, renewable energy and consumer electronics sectors.

After Prime Minister Narendra Modi’s visit to that nation and meeting with Chinese president Xi Jinping in August, direct flights have resumed, and India has started clearing Chinese business visas. However, FDI restrictions still remain by way of mandatory Press Note 3 approval from the government required by Chinese companies to make investments in India.

In addition to the factor of strained Indo-China ties, the Centre was going slow on BIS approvals to drive its aim of promoting localisation and local value addition. This, even when the industry had been arguing that it needed time to build such capabilities locally.

Currently, the level of localisation varies across industry segments. For instance, it is only about 50% for air-conditioners, with the rest catered to by imports.

The chief executive of a large electronics company, which is dependent on China for components, said while the government’s intent of localisation and local value addition remains, it has taken a soft stand in overseas BIS approval as often local production and supply chain was suffering due to scarce availability of domestic inputs.

The problem is Hindustani decision making can be easily influenced by anything Pakistan does or says.

Dozens of foreign and domestic (non-military) policy directives only this year have occurred purely because of Pakistani actions (be they actual or perceived ).

This is why India's reputation has gone from something largely neutral or even benevolent towards many nations to lying bare faced and abject in the gutter. This concept of chanakiya is a self defeating principle and it is only the extended Goswami/ Zee News echo chamber that sustains the delusion for the masses.
India's reputation will go further down as we become more and more economically resilient and strong. Benovelent Neutral countries are largely inconsequential. Costa Rica is a benevolent and largely neutral country like just like Chile. Like what are they arguing over about India? The complaints about India is what exactly?.
You will know more about reputation once we clinch an FTA with EU and most of the western world. You can watch from the sidelines and at times nitpicking on something and haggling over it. The perceived loss for India.

As for Indian policy decisions regarding Pakistan, I can't think of anything other than Indus water diversion project as a non military policy direction wrt PK. I might have missed some major perceived policy decisions so please point in that direction so I can figure it out.

India mulls CNH trade at GIFT City: Amid easing ties with China, banks push for Yuan transactions; high-level review under way​

Following improved India-China relations, the authorities, including the International Financial Services Centre Authority (IFSCA), are evaluating a banking sector proposal to enable International Banking Units at Gujarat International Finance Tec City (GIFT City) to conduct transactions in offshore renminbi (CNH).

GIFT City operates as a global financial services hub, serving as an International Financial Services Centre. Sources cited by Economic Times indicate that stakeholders presented this proposal to relevant authorities in October.

A high-ranking banking official, quoted by ET said: "This was proposed to the government and the IFSCA after an internal meeting in which some banks made a strong case for transactions in offshore renminbi (CNH) as it is a widely accepted currency."

Banks anticipate expanded service offerings through this initiative. CNY represents onshore renminbi, whilst CNH denotes offshore markets. Indian banks stand to benefit as yuan-based transactions gain acceptance globally, driven by substantial Chinese trade volumes. Currently, IBUs can operate in 15 currencies, offering spot and derivative products.

For 2024, IBUs projected annual business volumes of $8.2 billion across five currencies, including CNH.

IFSCA supported these freely floating currencies, all ranking amongst top 20 international payment instruments by value.

An official noted that whilst four currencies received approval initially, excluding CNH, improving bilateral relations have prompted a review. The matter awaits high-level decision-making. IFSCA offered no comment on enquiries.

The 2024 approvals encompassed Swedish krona (SEK), Danish krone (DKK), Norwegian krone (NOK) and New Zealand dollar (NZD). Specialists suggest renminbi-rupee trading would strengthen both currencies offshore, despite dollar dominance.

Meanwhile, Vivek Iyer from Grant Thornton Bharat noted, "To survive and thrive in a multipolar world, it is important to keep relationships with every group, and currency recognition for the purpose of trade is the best form of initiating a relationship."

I used to assume we will never do electronics assembly good enough given our labour laws etc but looking at all the units popping up at Hosur and other parts of the country I might have been wrong
