There are a lot more UPites and Biharis in UP and Bihar than there are in Maharashtra or Gujarat. What he is saying is that if manufacturing (even low tech) grows in UP and Bihar, we can increase growth a lot faster than by the High Tech PLI manufacturing.
There may not be a lot of value addition from iPhone. Unless we also get a lot of component manufacturing done in India. It it creating jobs in the 10s of thousands. IT and ITES creates a more by an order of magnitude with far more pay. And traditional industries are already employing a lot of people.
There is no doubt growth contribution from the iPhone assembly but it may not be a lot. What it does it create a feeling among investors that India can do top of line assembly. It is supposed to brings more FDI into India and also bring component manufacturers here, which in turn will give more confidence to investors and bring more manufaturing here.
Economically, the semiconductor PLI schemes do not make a huge amount of sense because you are spending a lot of tax payers funds to raise industries that do not operate on large profit margins and also do not employ large number of people. However they make sense in telling that world that high tech production can be carried out in India and that is supposed to have an effect on getting FDI.
I doubt if Nilgiri personally know Rajan to adore him. It is his opinion based on Rajan's work and results.

Dont know what world you are living to think service can have more jobs than manufacturing, more pay sure but more jobs no. There is already tough compilation in service by many other but manufacturing on scale is still hard to do and specially when China tariffs are applied. India got chance which was lost before China took all .
Anyway service is already on focus of India for years. Listen Rajan, that idiot says India should not invest in manufacturing as it is time waste.
Anyway congress will implement what Rajan says when they come to power and more such as income redistribution till than I am happy with government focus finally got on manufacturing.
Also if manufacturing is this bad why does not TN kicked out them all. Why congress ruled politicians run after manufacturing when their leader and their guru is opposed to it.
