India needs 4 doctrines in reality. The world has become so complex. Here are they :
1) Pakistan focused war fighting doctrine
2) Saudia-Pakistan focused war fighting doctrine
3) Anti-PL15 war fighting doctrine
4) Anti-Lazy-Pilots of IAF - War fighting doctrine
Why are people talking about India mobilizing ? Cold Start is about launching an attack with the forces currently stationed at the border and grabbing a piece of land. Then you hold that land until reinforcements arrive or a deal is reached by negotiations.
Indians may be updating this doctrine to include heavy drone and missile strikes on Pakistan in the operation by front deployed units. India has also been stationing more and more units on the border permanently with Pakistan.
This Cold Start doctrine began after the fiasco in 2002 of India slowly mobilizing then deploying on border with Pakistan and losing around 2000 people in accidents during the process. It gave Pakistan time to respond and also the international community. Cold Start seeks to inflict a fait accompli.
So in short answer
These excercises are not 2001 cold start of troops tanks taking months to move
But
Stand off precision strike excercises using air power munitions and drones
Taking minutes to hit targets
