That is actually the highest estimate I have seen. The range is 0.1 - 0.3 of a percentage point.

India is not really a major good exporting nation yet despite the efforts of the government. It is still a fairly insulated economy.

The real lose is the opportunity cost of not having struck a good deal. But negotiations are still on. There are a lot of distractions, but in my opinion, a deal will finally get done. India was asking for a 13% tariff rates, but that is unlikely to happen. Depending on the concessions India is willing to make, I think the final rate would be somewhere in the 15%-19% range , with some possible exceptions from sectoral tariffs like Japan negotiated for autos.
