I don't think this was done in haste. They have been preparing for this since years now, all the way from 2015 I beleive.

Pakistan was never in favorable position against India when it comes to creating a narrative, after 9/11 when Pakistan was pushed on back foot and since then we are in that state one way or another, so I doubt Pakistani people or establishment worry about that, as far as using AF is concerns we have to wait and see.
