You are right, Kashmiri civilians should not be targeted either by the Indian state.

That is indeed the root of the problem.

India is a security state, and has thrown a lot of money and manpower to brutally suppress its insurgencies. It has managed to bring the incidents of violence down over the years, but it has not won the hearts and minds of the local populace for sure. With a security state, you do see a few incidents here and there “slip through the cracks”, this is one example.

Regardless of what the Indian state has done, it is tragic that tourists/travelers that are not directly involved in the Kashmir conflict were targeted and killed.

Other countries already know this and issue travel advisories to not go to occupied Kashmir as it is a war zone.

The Indian government’s delusional narrative that all is well in Kashmir is the reason unsuspecting Indian aliens are being sent to die in occupied Kashmir

My bet is Modi will rant a bit (IAF and IA chiefs will tell him what the reality is) and then go on to something else.

All we will hear is the bangles on your airforces officers wrists....

The folks tend to forget the Pak Army is at a war footing 24/7, thanks to a constant tussle with the Afgans....

They have not forgot, they know this very well, that is why they will stay safely tucked up in barracks awaiting tonight's daal and roti serving....
