While it is possible it is a false flag, that still doesn’t protect Pakistan diplomatically. Pakistan has been on a continuous decline it’s is D.I.M.E. And most countries, including many of Pakistan’s friends look first at the economic imbalance between two and decide that they don’t care who’s to blame, they don’t want to ruin their relations with the country that can benefit them most.

Only the strong military capabilities remain as a bulwark against Indian misadventure, but those aren’t enough to protect Pakistan from the diplomatic consequences regardless of who’s to blame. This is another Mumbai, especially if foreigners were killed.

Why would "angry locals" kill their own bread and butter by killing and driving away the tourist that feed the them.
That too at the start of the tourists season.
Pakistan Army has been growing unpopular in Pakistan for quite some time now. They need to provoke an external threat so that people of Pakistan can unite behind the army again.
Asim Munir has been hinting at such for last few months now.
This attack and it's timing are word by word as per Pakistani army's play book.

Because there are 'fighters' in every 'locals' and the 'fighters' don't care for some tourists $$ because their 'cause' is different. Nothing surprising about that. Happens all the time.

As for your accusations against the Pakistani Army: No doubt you Indians are emboldened by the Imran Khan fanbois in this forum and in social media to target the Pakistani Army because you have the same target but different goals: The fanbois target because they want to release Imran from power and even make him the top guy again. You Indians target because you see that once you remove the Pakistani Army from your path then the state of Pakistan would be vulnerable. BTW, I don't blame you Indians.
