People have gotten in trouble in India flying in drone restricted airspaces, spl in areas like Delhi around government buildings.. they wont even take off near an airport.

Agree with your comment in the last paragraph.Saw a Pakistani security expert's video yesterday; he is based in America. Per him, so far the World Bank thinks they can't do much about India's suspension of the IWT because its a 'political issue'; another option is the ICJ. But who'd bell the cat even if some 'authority' passes a judgement in favor of Pakistan? Also, per that expert, India could start actually implementing water as weapon in 4-5 years and escalate that.
Interestingly, a Pakistani journalist Hamid Mir is saying that India decided to suspend IWT because a legal dispute at the Hague was about to make a judgement in favor of Pakistan; the dispute has been around for years but there was a mole in Pakistani staff who was bribed by India--some guy name 'Jamaat'--who escaped to Canada.
As to your question: I don't think Pakistan is going to allow a repeat of what Israel does in the West Bank: Slow encroachments. Different places but same principle: 'gradual stranglehold'. I expect Pakistan will do something kinetic as situation will demand. There is no other choice.
