I remember ages ago,probably late 2000s or early 2010s,I had read on wikipedia that Indian Mig-29s gained lock on PAF F-16s at some border incident,but they didn't fire since they had no orders and eventually the F-16s left. Yes, 'independent inquiry' was a diplomatic way for China to signal China was behind Pakistan. And it was brilliant for Pakistan to float the idea.
Whether False Flags or alienated Kashmiris in IoK, Pakistan had nothing to do with the attack in Pahalgam. There was absolutely no need for Pakistan to stir the pot when Pakistan's economy and its political environment was stabilizing after the last 2-3 years of very scary situations on both fronts.
