Evidence of India blocking water, or that India can build a single dam big enough to reduce water to Pakistan in a meaningful manner.Evidence of what? India has been openly discussing the possibility of nullifying the Indus Waters Treaty for at least five years. They have repeatedly shown interest in gaining control over the water resources of rivers that flow into Pakistan.
Pakistan’s per capita water availability has already declined from 5.2 litres in 1962 to just 1.2 litres in 2018. Several documentaries… many produced by Indian channels have highlighted this alarming trend, warning that a future conflict between Pakistan and India will happen because of water scarcity. Even if India takes no action, one report suggests that Pakistan’s per capita water availability could drop further to 0.8litres. Something needs to be done about it or else we will be facing the same water crisis in 5 years if not today

As you've said, even if India takes no action, the per capita water supply would decrease, and that's mainly due to a massive increase in population.
India "nullifying" the IWT not only will not have immediate or medium term affects, long term affects are also doubtful, unless India is willing to spend hundreds of billions of dollars they don't have to fund dozens of dams.
On a side note, Pakistan's best solution is investing in massive desalination projects, and looking for long use underground water reserves. Relying on the IWT so much has always been a problem for Pakistan, and will continue to be a problem for Pakistan even if India disappears.
