Sorry to say Russia is sending a low level govt official. If Putin himself couldn't come then he should have sent FM atleast. China should have sent FM too.

The Vice Chairman of the Standing Committee of the National People's Congress is a vice-state-level official. The Ministry of Foreign Affairs is a constituent department of the State Council, and the Minister of Foreign Affairs is a ministerial-level position.

China's current Foreign Minister, Wang Yi, is a vice-state-level official. However, his rank comes from other concurrent positions he holds, not from his position as Foreign Minister.

Since the establishment of the PRC in 1949, the Chinese government has only once sent a state-level official to attend the funeral of a foreign dignitary: in 1980, Hua Guofeng, then Chairman of the Central Committee of the Communist Party of China and Premier of the State Council, attended the funeral of Yugoslav leader Tito.

Apart from this, the highest-ranking official the Chinese government has ever sent to attend the funeral of a foreign dignitary is a deputy state-level official.

At Khamenei's funeral, the official sent by China represented the highest level of courtesy accorded within the current political system.

If the Chinese government were to send a ministerial-level official to Khamenei's funeral, it would be considered a demotion. This is inconsistent with Mr. Khamenei's status.
