It's the reformists doing it mostly. Lots of internal fighting in the Islamic Republic, many officials and even IRGC are on Mossad and CIA payroll.

And also, Russia can renege on its strategic partnership any time (and I think it will, in exchange for a Ukraine peace deal). Iran is in no position to demand compliance. It was in my opinion a bargaining chip and nothing more- hence how lackluster it was. It was more or less a fancy title for the pre-existing relationship. Iran, if lucky, will have to wait 10-15 years on those 30 4th generation fighters. By then the US will be producing 6th generation fighters to compete with China, and Israel will be the first to obtain them.

This all stemmed from the Islamic Republic's braindead "neither West or East" strategy and impractical stubbornness, and frankly, the unintelligence of its officials.
