The real question is, who is keeping this system in power and what do they gain from this? I do not think Iranians are keeping this system in power.Unfortunately, Iran has some type of backdoor agreements with Qatar and UAE. These planes that periodically go to Tehran aren’t going to eat kabob. Some have speculated that Iran is also mixing its oil in the STS transfers to get out of the blockade. Who knows.
Iran is not run by IRGC or clergy, it’s run by powerful oligarchs like Russia and like the U.S. They keep the sanctions economy running and they have red lines that the government must adhere to. Or else if you lose the oligarchs you lose the country. Ask the Shah.

First they said Iran was buying anti ship supersonic missiles from China. Then now they say Russia has been helping for 3 years on engine for a similar missile.
Russia already has the engine. If story was true, Russia would just turn over technical data and blueprints of its existing supersonic engines arsenal, not help Iran by reinventing the wheel and creating one from scratch that could years. Makes no sense to rebuild an engine from scratch if you have true and verified designs already with flight time available.
To me sounds like wartime propaganda. We saw the same when there were articles over and over saying Iran was transferring SRBMs to Russia then the FATH-360 to Russia. None of that was true.
