I'm not super intimate with computer software, is it viable to develop our own Linux based OS to avoid using compromised software?

Technically, yes. We can take the Linux kernel which is open-sourced, check it to ensure it is safe, and develop our own distro of Linux.

Parsix was such an attempt that was made by the students of Sharif University 22 years ago.

But we also need to develop our own CPUs. We had a RISC-V compatible CPU in Iran 21 years ago but the guy who invented it was not supported and eventually left the country.

It's hard to reach technological independence now. Only China can claim to be technologically independent from the US. Even Russia and the rest of the world cannot be independent truly.
