I highly doubt this statement by the way, Pakistan should clarify.
Pakistan could come under heavy attack from the entire west. What Pakistan could do (and have done in the past as well) is to covertly support Iran.. and if need be, supply them with a ready made one.

That will be difficult. However, Pak should raise a hue and cry that attacking nuclear sites is a severe violation, and any attack on nuclear sites would leak radiation, which would affect Pakistan. It can affect our population, agriculture and whatnot. Just raise the nuclear word on top trend.

Residential buildings are cheap in this scale, maybe $200-300million if you are lucky ...
