But US intelligence under Tulsi Gabbard has the exact opposite view. I guess it comes down to semantics what they consider a true nuclear weapon. A dirty bomb is not the same as a kiloton or higher explosion.

Capacity to build and trying to build/pursuing to build are two separate things.

So dude spying through your window can say, DEVELOPEREO IS ONE HOUR AWAY FROM BUILDING A CAKE. Another person looking can say, he isn't building a cake, I think he has the flour for the bread baking, and he has sugar for something else and eggs for an omlette. He is using them for seperate things, he isn't putting it together.

Technically neither is wrong. But for the layman, the ONE HOUR AWAY seems like a scary thing, b/c they don't know what it means.
