The number has decreased to focus purely on depleting interceptors as opposed to sending bigger volleys designed to deplete as well as get through to hit a target. Just a guess though.

He meant to say once they run out of interceptors, Iranian missiles and drones will have much bigger success rate of reaching their targets and inflict heavy casualties. And if the KIA and WIA are much bigger than they're now, US or Israel will call it quits.
