There are tensions in Syria. Syria has been bombed by Israel many times in the past but more importantly Israel and US 'security concerns' are delaying Syrian reconstruction and development of the state.
Syrian leadership may find interest in a small skirmish to send message that Syria needs to rehabilitate or there won't be stability.
Not because of Iran, but it makes most sense to take such a gamble while Iran and Hezbollah are engaging Israel too.

Cant se it really matching. The end of the Ghadr missile would be ~1 meter combustion chamber. This is a F-16 engine IMO.
