Of course they are. I am a great admirer of the Chinese culture. I have never downplayed the achievements or the importance of the Chinese civilization.
I'm just saying that just because China is growing, it doesn't mean that the US and Europe will turn into Africa the moment their places are reversed.
That aside, building an empire takes more than just science and technology. The US inherited an empire from the British. I mean look at us, we are communicating with each other in English right now. Can you imagine us communicate in Chinese in the near future? I don't think that's possible in the next 5-10 years at all.
The US is not an empire because it has the lead in science and technology. That's just one aspect of their superiority in recent decades. There's more. It's more than money and knowledge.
As for Iran, most of our infrastructure either dates back to the time of the Shah, or before 2008 sanctions. The rest of our infrastructure has been built domestically with our own engineers.

Not only China gave Irán raw material and political support in international arenas like UN, but also half of the agreement came from them.
Do you realize that the Agreement came days after US Donald Trump went to visit Xi Jingping?. Seems obvious that China warned US that they will continue supporting Irán.
Even some international press said that they suggested to leave supporting Taiwán just to rid of Irán to them and Israel. And Xi was explicit.
China has been backing Pakistán from the day one. Without China Irán would be still engaged against to peer adversaries with a certain fate of defeat.
