In this specific context, Iran has exceeded expectations.

Of course, I wouldn't call it a decisive victory for Iran either. Perhaps, more a marginal one. Iran has suffered heavy costs from this war and remains perpetually vulnerable unless it somehow dramatically upgrades its defence.
