What is the dividing line between policing operations and combat operations if you are shooting down Iranian drones? Legally - what rights does Iran then have under the law of war against the UK ships/aircraft ?

these bases are huge and these countries have invested tens of billions of dollars on AD systems and have inventories in the high hundreds to low thousands of these interceptors
