I think the word 'war' means (for him) ground attacks using tanks, artillery, infantry etc., Strictly air operations have generally been described as not 'war'. This is, of course, just semantic jugglery. For Johnson, it may also give a fig leaf of defense against being called unconstitutional. That way, all of Vietnam war should be described as 'operation' since there was no formal Congressional authorization! NATO bombing of Serbia in 1999 was never called 'war' though it lasted 3 months.Mike Johnson's world salad can't hide that this is a 'war'.
The word 'war' itself has become a political taboo, so countries now use 'Operation', 'Limited incursion', 'surgical strikes', 'special operation' blah blah.
What are Orwellian world we are already living in!
