I think surface ships are more of a risk against stronger opponents, they just seem like targets rather then offensive options

Submarines have always been lethal, much more difficult to hunt down, and would be a great offensive option for Iran

I think Pakistan should prioritize sub induction including nuclear powered subs above a surface fleet as long as our basic naval needs are met

A group of small diesel electric submarines, ranged so that they dominate the Arabian sea, up 2,000 miles from Pakistan. Between 600 and 1200 tons.

They would be relatively cheap and built with existing technology.

Should be quite close to the target with good slow down so as it not damage the cluster munitions - they are not reentry vehicles after all. Also not sure how effective this is. Certainly difficult to intercept but does it really cause damage to anything but soft targets with a very specific spread? Seems like a waste of a BM. But thats just my opinion.

Unfortunetly without a nuke Iran is in big trouble, they should have realised this during Usa led Iraqi invasion (2003 time) that soon it will be Iran turn but they still failed to build a nuke or change their foreign policy. Today Iranian people, military and economy is being destroyed.

And unfortunately, Turkey is doing the same thing now. They are seeing what is happening in Iran and know they are next, but are sitting hand in hand, just content with closing down their Iranian border, hoping Zionists will not touch them later. The least they can do is covertly or overtly help Iran right now. Like Russia / China and Pakistan are doing (at least based on what Iran mentioned ). Even a slight distraction will throw the planning of US and Israel off. Instead Turkey is acting opportunistic to grab land and expand its "influence". It is the height of illusion to assume that the Zionists will let them create another Ottoman Empire once this is all over.
