It should be much more easier to deplete abms from shorter ranges like qatar or uae with srbms. What you need is some missiles with decoy carrying warheads that would open at mid-late flight phase raising the target numbers saturating the ground radars.

This is a more complex variant of using decoys. Maybe cheaper aliminum radar reflective covered balls as decoys can do the job for short range ballistic missiles.
