the intranet of iran is working as normal i believe, so iranian sites ending with .ir are fine.But how can a VPN work in this case? As far as I understand, no system in Iran has access to the internet. So, to tunnel your traffic through a VPN, first you need to establish a connection with that system, which is impossible, no?
In regards to international sites via vpn, I am not sure on the technicalities but it definetly works althought its intermittent, e.g works few hours a day. and sometimes its completely blocked and they go on and find another ip address.
my assumption is that some ip blocks are whitelisted for approved institituitions/individuals e.g aragchi, influencers such as patarames (if he lives in iran), university researchers etc. and so some vpns find ip's within these blocks and hence works until they are found out.
