Comm satellites can be jammed directly as Ukraine does. But it needs good intel footprint of enemy satellites like that is provided to Ukraine about Russian satellites.countering ku band ground stations you will achieve nothing but to decrease a little bandwidth, satellites will comunicate each other to reach the nearer ground station.
These dishes should be very mobile for Iran though as they would be constantly targeted by usaf or isrealis. Satellite sar imaging can be distrupted by similar jammers too.
For optical spy satellites Iran and China, Russia has experimented with laser jamming.
The problem with these is they are bulky and energy consumption is high. They can be targeted easily and losing them is costly. Smaller more mobile laser vehicles like for example 5-6 of them can focus on the same target. Since satellites positions are known priorly focusing them and aiming at the same target is easy but there is degradation of laser in the atmosphere and going through that would be difficult for smaller lasers.
A possible option is the individual smaller lasers should be strong enough to overcome atmosphere and when several of those smaller vehicles are focused at the same satellite it can dazzle the satellite optics at least temporarily.
Combining smaller laser beams together is another option. Plasma like ionsied air which can be created by high power radio waves has laser diffraction properties that can be researched further but it is still like sci fi at its current stage and not very possible currently.
