There is some truth in what he says. Building a trusting relationship is very difficult, and if you don't take the first step, you will never find reliable friends.Well, if that's Iran's attitude and approach, then you'll likely end up with non friends at all in the world. Take China and Russia relation for example, even there has been ups and downs for sometime in the past, right now most Chinese and China do consider Russia a friend or strategic partner of China for alt least quite sometime of the foreseeable future.
Take my country as an example: we have a good friendship with Pakistan. China and Pakistan have had diplomatic relations for 75 years, and for only three years were relations cold. The rest of the time, they have been engaged in various forms of cooperation, helping each other. Pakistan is the country that conducts the most military exercises with China, and China is Pakistan's largest investor. This is because the two countries have built trust through 75 years of exchanges.
