One thing that failed at the initial stages of the war was the albm early warning radars of Iran. Either it was jammed or the albm launches were made at an angle that its dish was not scanning from and destroyed it so other albms passed through and destroyed the main leadership hq in Tahran without sufficient early warning.

These albm attacks can also happen in future conventionally or even nuclear. Also every possibility should be thought of and precautions should be put into place like for exampe usa launching icbms. Icbms can be tracked by Russia, China too and they can que Iran but in case they fall into some negotiation then there is the possibility of they are not informing Iran when trajectory of incoming bms are not targetting themselves. I wont accuse both countries, on the long run they are neighbours and allies but If that happens it means their leadership is(or will be) temporarily compromised. So every possibility needs to be well thought out and indigeneous systems need to be developed.

Radar dish facing up(pesa,aesa) is one solution that I encountered. It is not long range but like a trip wire when bm goes over it it detects and tracks it for a period of time. A smaller less powerful and more moile radar facing directly upwards can provide early warning to an area like Tahran for example. Or a slightly more powerful radar at the borders can detect descending rvs like a trip wire. Since they are mobile they wont be targeted easily and installation-mounting wont take too much time as the radar dish that the vehicle carries is already in position facing upwards. Scanning upwards make the radar less detectable and counterable by ecm as well.

if an incoming rv is detected assume it to be nuclear and prepare launch of bms that would generate radiation fallout over isreal. If Irans early warning is good this nuclear option is blocked for them as well.
