NATO is no longer required. Europe collectively can take care of Russia, and Europe has not desire to join the USA in its upcoming war with China. What does the USA insist on Europe increasing its defence expenditure so much? At levels far beyond what is required to take care of Russia? There is no other threats to Europe, other than Russia. It is, because the USA wants Europe to equip itself such that Europe can be dragged into a war with China in the future.
