These systems are meant for laying low waiting to ambush only. They are the safest bet for air defence since they don't emit radar signals to attract a bunch of drones and stand off munitions. Another good thing about this kind of IRST/EO system is they can work independently and not relying on a single radar like S-300/400. If one radar of the S-300 is hit, the rest of the launchers can't do anything further. In order to make these passive systems more effective, you would need thousands of them; for instance you would place 5-10 of them at or near 100-200 locations of high-valued targets that you expect fighter jets will hit those areas. Once very good system out there is the Russian Sosna-R that can hit at 10 km distant and 5 km altitude and I have seen this system on a 2x2 vehicle.The problem for Iran, is that these systems are very short ranged, and Iran would need to place them perfectly for an opportunity for shoot down to arise.
