I tuned into the press conference. That Tweet is quite out of context, and the Persian translation failed to convey the essence of his statement. Essentially, he reiterated that Iran and the US need to reach an agreement and that the SoH should be reopened and that Iran should comply with the NPT. He thanked Pakistan for her contribution. This is diplomacy 101. That is all. What do you expect him to say? He basically said that Iran is ready for an agreement in principle. Meaning: the US needs to deliver.
It was just diplomatic jabbering. You are reading too much into it.
