The reason this remains important, despite the MoU failure, is that it will be a part of any final settlement, whenever reached.
"4. The coastal State shall clearly indicate such sea lanes and traffic separation schemes on charts to which due publicity shall be given."
And remember article 5 from MOU says "with the applicable international law". So that is pointing this Teatry.
